Thousands of Indian nurses are placed in UAE hospitals every year, and demand continues to grow as the country expands its healthcare infrastructure across Dubai, Abu Dhabi, and the Northern Emirates.

Understanding the Three UAE Licensing Authorities
This is the most confusing part of UAE nursing for Indian applicants — and the most important to get right. UAE does not have a single national nursing licence. It has three separate authorities, one for each emirate zone, and your job offer determines which one you need.
DHA — Dubai Health Authority
DHA licensing covers all nursing jobs in Dubai. This includes NMC Healthcare facilities, American Hospital Dubai, Mediclinic hospitals in Dubai, and all private clinics, polyclinics, and homecare agencies operating within Dubai. The DHA exam (Prometric-based) is taken online from India. Passing DHA is generally considered the gold standard — a DHA licence is widely recognised and opens the broadest range of Dubai opportunities.
DOH — Department of Health, Abu Dhabi
DOH licensing is required for any nursing role in Abu Dhabi emirate. This includes Sheikh Khalifa Medical City, Cleveland Clinic Abu Dhabi, Mediclinic Wellbeing, SEHA facilities, and private employers across Abu Dhabi. The DOH process involves a credentials assessment followed by the DOH licensing exam, also Prometric-based. Abu Dhabi roles typically offer slightly higher salaries than equivalent Dubai roles.
MOH — Ministry of Health
MOH licensing covers the Northern Emirates: Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. MOH-licensed jobs tend to have lower salary ceilings but are also faster to obtain and accept a broader range of Indian qualifications including GNM diploma holders. For nurses applying for the first time, Northern Emirates often serves as an excellent entry point into the UAE system.

All UAE nursing salaries are tax-free. There is no income tax in the UAE. The figures below are your gross salary — what you receive is what you keep. Accommodation: Free accommodation
The vast majority of UAE hospital employers provide either free shared accommodation or an accommodation allowance of AED 500–1,500/month. NMC Healthcare, American Hospital Dubai, and Mediclinic all provide accommodation. Smaller private clinics sometimes do not — clarify before accepting.
Annual airfare to India: Annual airfare
One economy-class return flight to India per year, typically timed around your annual leave. Some employers provide the ticket; others reimburse the cost. Standard across all major UAE hospital groups.
Health insurance: Health insurance
Employer-provided health insurance covering basic to comprehensive medical care in UAE. Required by UAE law for all employees.
Annual leave: Annual leave
30 calendar days per year is standard for nursing roles. Combined with return airfare, this means one full month in India each year.
End of service gratuity: End of service gratuity
UAE law requires employers to pay gratuity (equivalent to 21 days salary per year of service for the first 5 years) when your contract ends. On a AED 6,000/month salary, 2 years of service earns approximately AED 8,400 in gratuity — a meaningful lump sum on exit.

Qualification
BSc Nursing (4-year) is accepted by all three licensing authorities (DHA, DOH, MOH). GNM (General Nursing and Midwifery diploma) is accepted by MOH and some DHA facilities. If you hold a GNM, your options are narrower but real opportunities exist — especially in Northern Emirates hospitals and long-term care facilities.Experience
Most UAE hospital roles require a minimum of 2 years post-qualification clinical experience. ICU, OT, ER, and NICU roles typically require 3+ years in that specific specialisation. Staff Nurse roles in polyclinics and homecare occasionally accept 1-year experience. English Language
IELTS Academic or OET is required for DHA and DOH licensing. DHA minimum: IELTS 6.0 overall with no band below 5.5, or OET B grade. If your nursing education was conducted entirely in English and your institution is on the approved DHA exemption list, the IELTS requirement may be waived — verify this before assuming exemption.
Dataflow Verification
All UAE licensing authorities require Dataflow verification — a background check of your educational and professional credentials conducted by Dataflow Group. This is initiated through the DHA or MOH portal and takes approximately 4–6 weeks. The cost is borne by the candidate (approximately ₹12,000–15,000). Initiate Dataflow early in your process as it is often the longest step.
Step-by-Step: From India to UAE in 6 Steps
Prepare your documents — nursing degree/diploma certificate, transcripts, experience certificates from each employer, passport copy, IELTS result.
Initiate Dataflow verification — submit through the DHA, DOH, or MOH portal. Pay the verification fee. This runs concurrently with the next steps and takes 4–6 weeks.
Pass the licensing exam — DHA Prometric exam is taken online from India at a Pearson VUE test centre. Schedule it once Dataflow is in progress. Pass mark is 60%.
Apply for jobs — submit your CV to verified employers or through our MEA-registered consultancy. Once your DHA/MOH pass is confirmed, employers will shortlist you for interview.
Attend interview — most UAE hospital interviews are conducted via video call from India. Prepare for clinical scenario questions, your experience summary, and salary negotiation.
Visa and travel — once you have a job offer, your employer applies for your employment visa (typically 2–3 weeks). On arrival, Emirates ID and medical fitness certificate are completed within the first week.
